As the Co-Founder of Hughes & Wilson Consulting, Crystal brings deep expertise in human capital management, compliance, and operational leadership to organizations across industries.
Since launching her HR career in 2003, Crystal has held several prominent leadership roles, including serving as an HR Director for private companies and as an HR Administrator for the State of Maryland. Her career has also encompassed positions such as Labor Analyst and Project Administrator, equipping her with a multifaceted perspective on workforce management, labor relations, and organizational policy.
Crystal’s academic credentials include a Bachelor’s degree in Administration and Policy from the University of Maryland, Baltimore County (UMBC), and a Master’s degree in Human Services and Substance Abuse Counseling through a joint program between the University of Baltimore and Coppin State University. This unique combination of education and experience allows her to approach business management challenges with empathy, precision, and legal insight.

She has successfully partnered with medical, educational, behavioral health, and governmental entities to improve back-office operations, streamline billing systems, and ensure regulatory and payer compliance.

- Managing billing processes for multi-site behavioral health programs, including PRP, IOP, OMHC, and outpatient services
